Information & Data Manager

To perform a variety of tasks relating to collecting, organising and interpreting statistical information to aid continuous performance improvement and delivery of services against specified performance standards.

Salary Range: £33,668 (fixed term 2 year contract)*
Hours: 37 hours per week – 0900hrs – 1700hrs
Reports to: Operations Manager (Operational Support)

Main Responsibilities

  • Interpreting data and analysing results using statistical techniques and advising managers on trends or anomalies and the possible causes of these.
  • Liaising with contractors, system suppliers and partners to fully understand the content of individual data sets, data collection systems and management information reporting requirements. This will relate to both operational incident data and telephony call data.
  • Liaising with contractors and system suppliers to understand the NWFC reporting tool in order to build and run ad-hoc and scheduled reports some of which will be automatically sent by email to named recipients.
  • Building and running parameter driven reports from pre-defined templates to allow reporting to be aggregated by, for example, by Fire and Rescue Service, incident type, location, resource, resource type, date/time range.
  • Liaising with contractors, system suppliers and partners to filter and cleanse data by reviewing computer generated reports, audit logs and performance indicators to locate and correct code problems or to manage data currency and conform with data retention policies.
  • Assisting in the production and tracking of key performance indicator data.
  • Manipulating, analysing and interpreting complex data sets relative to the business of NWFC.
  • Working within the Operational Support department assisting with their daily reporting routines and carrying out data analysis tasks synonymous to that role including:
    • Processing of risk data from key partners
    • Gazetteer and mapping updates from suppliers
    • Collation and presentation of mobilising system data for audit by key partners
  • Monitoring and auditing the data quality either gathered or provided by contractors, system suppliers and/or partners.
  • Developing and supporting reporting processes.
  • Designing and carrying out internal and external surveys and analysing the resulting survey data to inform action plans for organisational improvement.
  • Preparing reports for internal and external audiences.
  • Responding to requests for information under the Freedom of Information Act (2000).
  • Supplying organisational statistical information to government departments
  • Working with management and all NWFC departments to prioritise business and information reporting needs.
  • Creating dashboards, graphs and visualisations of data collection activities.
  • Identifying, analysing and interpreting trends or patterns in complex data sets and making recommendations about how NWFC can increase its efficiency through automation or streamlining of existing processes.
  • Sourcing data from primary and secondary, public and private sector data sources to compile and present benchmarking data relative to similar organisations within the NWFC family group.

Person Specification

  • An ability to work independently and autonomously.
  • Strong numerical and analytical skills with the ability to collect, organise, analyse and disseminate significant amounts of information with attention to detail and accuracy.
  • An ability to liaise with key stakeholders to ensure the appropriate data gathering systems and software are in place.
  • The capacity to develop and document procedures and workflows.
  • Proven working experience in data analysis covering the end to end process from the interpretation of the requirements to the presentation of the data in a clear and compelling way.
  • Excellent communication skills in presenting findings in a clear and concise way to a range of audiences.
  • Strong knowledge of and experience with reporting packages in particular Business Objects, QlikView and Crystal Reports.
  • Knowledge of statistics and experience using statistical packages for analysing data sets. Advanced skills in Excel are essential.
  • Adept at responding to queries, report writing and presenting findings using Microsoft Office applications.
  • A strong understanding of data protection and data security issues and legislative requirements under the General Data Protection Regulations (GDPR).
